Technical Safety BC Gas Permit: What Needs One

Which home gas jobs need a Technical Safety BC gas permit, who applies, how inspection works, and how to check your contractor is licensed in Victoria.

A Technical Safety BC gas permit is required to install or replace gas appliances and to install or replace gas piping or vent systems. That covers furnaces, water heaters, fireplaces, boilers, ranges, cooktops and built-in barbecues. If you hire a licensed contractor, they apply for the permit on your behalf and handle the inspection process.

Which home gas jobs need a Technical Safety BC gas permit?

Technical Safety BC (TSBC) lists these as permit work for a home:

Who applies for the permit?

If you hire a licensed contractor, the contractor applies on your behalf through Technical Safety BC. That is the normal path for a homeowner.

TSBC also issues homeowner gas permits, which an owner can apply for online. Owners of a strata, owners of a non-strata duplex and anyone operating a business from their home cannot get one and must hire a licensed contractor. A permit does not change who is qualified to do the work: it is regulated, and we recommend a licensed gas fitter. The gas fitter guide covers who that is. Does Technical Safety BC or my municipality issue the permit?

For Greater Victoria, Technical Safety BC. Seven local governments issue their own gas permits for single, fully detached dwellings under set limits: Vancouver, Richmond, Burnaby, Maple Ridge, the City of North Vancouver, the District of North Vancouver and Kelowna. None is in the Capital Region. TSBC also warns that a permit issued by the wrong authority for work outside its jurisdiction is not valid.

Gas permits are separate from plumbing permits. Saanich, for example, lists a building permit and a plumbing permit for a garden suite and says gas and electrical permits come through Technical Safety BC. Ask your municipality what it needs for plumbing work. What does inspection look like?

It depends who applied.

  • Licensed contractor. TSBC says the gasfitter submits a notification of completion, installation or alteration after each phase and within 180 days of the permit being issued. TSBC then processes the request and decides whether a further physical assessment is needed.
  • Homeowner permit. The owner submits a Gas Homeowner Inspection Request at each stage of construction and after the work is completed, and must request at least one inspection within 180 days of the permit being issued.

What does a permit cost?

Fees are set in Technical Safety BC's published fee schedule, which depends on the type of work. We do not quote a figure here because the schedule is updated, so check the current one on technicalsafetybc.ca. A contractor's quote normally includes the permit.

How do I check a contractor is licensed?

Use TSBC's Find a Licensed Contractor search with the company name or licence number. It shows the licence type and scope of work. TSBC says only active licences appear, so a contractor you cannot find may not be authorized to do regulated work.

How can I check whether a permit exists?

Technical Safety BC lists a Permit Lookup Tool and a jurisdiction checker among the resources on its homeowner gas permit page. If you are buying a house with gas appliances or a renovated kitchen, ask the seller for the permit records and look the address up. A missing permit does not prove the work is unsafe, but it is a question to put to your inspector before you close.

Why does the permit matter later?

Frequently asked questions

Do I need a gas permit to replace my water heater?

Technical Safety BC lists installing or replacing a water heater as permit work. A licensed contractor applies for it on your behalf.

Do I need a permit for a plug-in barbecue?

Replacing an existing plug-in style gas barbecue does not need a permit. Installing a built-in barbecue or new gas piping does.

Can a strata owner get a homeowner gas permit?

No. Technical Safety BC says owners of a strata, owners of a non-strata duplex and people operating a business from home cannot get homeowner permits and must hire a licensed contractor.

How long do I have to request an inspection?

For a homeowner permit, at least one inspection must be requested within 180 days of the permit being issued. Contractors submit their notifications after each phase and within 180 days of issue.

Is the gas permit issued by Saanich or Victoria?

No. In Greater Victoria gas permits come from Technical Safety BC. Plumbing permits are a separate municipal matter, so ask your municipality.
